Land use plan
According to the Land Use Plan of the City of Ostrava (map portal as of 14.8.2020), the area of the Ludvík spoil heap is divided into three parts: - light industry; - protective greenery; - redevelopment areas, change of land use (light industry), decontamination. In the areas designated for light industry, decontamination is required, and thermal monitoring as part of it.

Status description
Inactive, partially reclaimed.
Reclamation
Partially reclaimed
Reclamation description
In the past, the crown of the spoil heap was planted with trees, which are currently supplemented by volunteer (self-seeded) vegetation. More extensive reclamation was carried out in the 1990s. On the surface, there are a number of separate piles of coal waste rock, often already overgrown with vegetation.

History description
The history of the Ludvík spoil heap and its development can be summarized into three basic stages, encompassing the periods of its formation, remediation, and reclamation. The first stage, encompassing the period of spoil-heap management, spans 1909–1967. During this period, coal waste rock was deposited on the spoil heap from shaft-sinking and opening-up (development) workings, and later from preparatory and opening-up works. The second stage represents the period of remediation and expansion of the spoil heap during 1967–1992. During this period, extensive terrain modifications were carried out, including remediation of landslides on the western side of the spoil heap. In this stage, a fire on a small area in the eastern part of the spoil heap was extinguished, and clearing of woody vegetation was carried out. Until 1992, deposition of waste rock from the processing plant of the Fučík Mine continued, along with technical reclamation — leveling of the body of the spoil heap into its present-day condition and local covering of the surface with a layer of compacted clay/soil 0.5–1.0 m thick (insulating layer). The third stage was the completion of technical reclamation, biological reclamation, and the final shaping of the spoil heap's figure/form in the 1990s.

Material composition
The coal waste rock deposited at the Ludvík spoil heap was not substantially affected by thermal activity. The grain size of the unburnt coal waste rock at the spoil heap reaches up to 200 mm. The coal waste rock consists mainly of sandstones and siltstones, and to some extent claystones, from development and opening-up (preparatory) work. Coal waste rock was not mined/extracted at the Ludvík spoil heap in the past, and no laboratory tests of the physical-mechanical properties of the waste rock have been carried out here. The content of combustible substances in the coal waste rock was variable and reached up to 37.39% (Kresta – Hájovský 2011).

Thermal activity status
Potentially thermally active
Thermal activity description
Potentially thermally active to inactive. Thermal processes existed here in the past, which were remediated by excavating the thermally active mine waste rock and subsequently covering it with a sealing layer. The concentration of CO, as a basic indicator of the incomplete combustion process, reached values of up to 200 ppm during measurements in 2010, which could have indicated endogenous thermal processes.
Thermal monitoring
Ano
Monitoring description
Thermal measurements in 2010 showed a normal temperature (12.9–18.1°C) at a depth of 1 m below the ground surface, which corresponded to normal background temperature. After the elimination of the local fire on the spoil heap, which was carried out by excavating the thermally active part and subsequently re-covering this part of the spoil heap, subsurface temperature measurements of the spoil heap section were carried out. Measurements taken in a grid of points approximately 15×15 m apart, at depths of 1, 2, 3, and 5 m, did not demonstrate any thermal activity below the surface of the spoil heap. The content of combustible substances in the coal waste rock was variable and reached up to 37.39% (Kresta – Hájovský 2011). No manifestations of thermal activity were found at the Ludvík spoil heap in August 2020. The spoil heap has the potential for the development of endogenous auto-oxidative processes, because the majority of the spoil heap, following reclamation, is not covered with an insulating layer. From this point of view, the Ludvík spoil heap must be considered susceptible to the onset of endogenous thermal processes and combustion. As part of the next stage of work, we recommend carrying out one round of thermal monitoring at the site.

Recommendations - testing
Basic tests of coal waste rock are recommended, including determination of loss on ignition.
Recommendations - monitoring
A one-time (single) stage of thermal monitoring using aerial imaging/surveying is recommended.
Remediation proposal
Remediation of the Ludvík spoil heap took place in the 1990s.
