Land use plan
According to the Land Use Plan of the City of Ostrava (map portal as of 14.8.2020), the area of the Pokrok spoil heap is designated as areas for production and storage (industrial and construction production).

Storage technology
The deposition technology is characterized as unsystematic dumping and drying of coal sludge/slurry. The slopes of the spoil heap have a gradient of 32–36°; the southern boundary with the former mine complex has no elevation transition (i.e., no height difference/step). The waste rock layer is covered by an approximately 10 cm layer of topsoil and subsoil; the surface is greened and partly overgrown with both planted and volunteer (self-seeded) woody vegetation.

Heap status
Inactive
Status description
Inactive, partially reclaimed
Reclamation
Partially reclaimed
Reclamation description
Technical reclamation of the spoil heap was completed in 1995. The crown of the spoil heap is mostly overgrown with sparse tree growth, volunteer (self-seeded) woody vegetation, and dense grass. According to the municipal land-use intentions, the spoil heap and its wider surroundings are designated for use in accordance with the original reclamation plan — a forest area.

History description
It can be assumed that the deposition of waste rock at the site of the Pokrok spoil heap took place as early as before 1920. The first deposits probably served to raise the terrain as part of the expansion of the mine complex; the deposited material was gangue/barren rock from the dry screening plant. The Pokrok spoil heap originally bore the name "Redeposition spoil heap at Fučík 1." Operation of the spoil heap ended in the 1960s, and waste rock from the Pokrok plant was subsequently deposited at the Hedvika spoil heap. The spoil heap currently belongs among the completed reclamation structures and represents a spoil-heap structure within a biologically stabilized system, with thriving vegetation on the biologically reclaimed areas. Technical reclamation was completed in 1995.

Material composition
Unburnt coal waste rock of the Poruba beds of the Ostrava Formation is deposited at the Pokrok spoil heap. Coal waste rock was not mined/extracted at the spoil heap in the past. Likewise, no laboratory tests to verify its physical-mechanical properties have been carried out here.

Thermal activity status
Potentially thermally active
Thermal activity description
Potentially thermally active to inactive. No thermal activity was recorded at the Pokrok spoil heap in the past. During orientation/preliminary temperature monitoring in 2010, temperatures of 13.7–15.5°C were found at a depth of 1 m below the ground surface, which corresponds to normal background temperature. However, non-zero values of carbon monoxide content (8–101 ppm) were found (Kresta – Hájovský 2011). The content of combustible substances reached 13.78–17.78%. Given the higher contents of combustible substances in the coal waste rock and the non-zero carbon monoxide contents, subsiding thermal activity at the spoil heap cannot be ruled out (Kresta – Hájovský 2011). No manifestations of thermal activity were found at the Pokrok spoil heap in 08/2020.
Thermal monitoring
Ano
Monitoring description
During orientation/preliminary temperature monitoring in 2010, temperatures of 13.7–15.5°C were found at a depth of 1 m below the ground surface, which corresponds to normal background temperature. However, non-zero values of carbon monoxide content (8–101 ppm) were found (Kresta – Hájovský 2011). The content of combustible substances reached 13.78–17.78%. As part of the next stage of work, we recommend carrying out one round of thermal monitoring at the site.

Recommendations - testing
Basic tests of coal waste rock are recommended, including determination of loss on ignition.
Recommendations - monitoring
A one-time (single) stage of thermal monitoring using aerial imaging/surveying is recommended.
Remediation proposal
Remediation of the Pokrok spoil heap was completed in 1995.
